In essence;
Given stats:
HP: 400
Swimming Penalty: -10%
Unarmed Damage bonus (martial arts): +10
Dexterity: +25%
Ranged: +25%
Strength: +30%
Thievery: +20%
Lockpicking: +20% <---Based on the rest of the values, I assume this is supposed to be an even 20%.
Actual stats:
HP: 390
Swimming Penalty: -10% <-------------------------------Only normal one?
Unarmed Damage bonus (martial arts): +9
Dexterity: +24%
Ranged: +24%
Strength: +29%
Thievery: +19%
Lockpicking +19%
P.S. Also, just realized you forgot to put that the arms give a lockpick bonus in the description.
EDIT: As of right now, I've only created the T-800 ARMS (R/L). Have not tested either LEG. Might want to check them just in case. If I happen to lose another limb, I'll make another T-800 and get back to you.

The values in the description are the "capped" values for masterwork, so I guess it must something to do with how the game manages your skill in that craftmanship. I guess if you hit the max level it should reach those values.
TL;DR: Game sets masterwork items to item_level 95, your min/max range accounts for up to item_level 100.
P.S. This happens on all the pieces by the way.
That is some nice info. I guess if the game hard-coded the values to 95, I will have to tweak the max values of the limbs higher by 5.26%.
How do you change item_level in FCS. I cant find that anywhere, and i really want masterwork items to max at 100 instead of 95
EDIT: AH HA! I found it. It is a bit of a brute force move, but you have to edit *the item itself* once you already have made it. Open up your platoon in the FCS, hit "Changes", and find the item. It is one of the items labeled "INVENTORY_ITEM_STATE". About halfway down is an entry labeled "level". Change it from 95 to 100. You'll have to do it for every item you want to change though. I know of no other way to do it.
Protip: Make a new squad with one member carrying only the item(s) you want to change. As far as I can remember, items inside a backpack won't show up so just to be safe have them carrying your item(s). This will skip the hassle of clicking on every item just to figure out if it's the right one.
