if you ask a fixer, i'd say it seems it was mis-tagged. since the community fix police aren't here. looks like it was changed now to reflect their true intentions.
if there's an unusual self made cap, but no unusual self made weapon appearance, then no one could possibly ever become a community made unusual weapon creator.
its a hopeful problem fix
