is this based on that syfy channel show "fringe"?

I love that show too, but I can't quite see the similarities... Kind of, but not really.

I mean, I'm only halfway through right now, so maybe that's why I don't see it yet. Either way don't spoil anything, or else :p

The set is inspired mostly from classic noir films and "spy movie" themeing. Think Casablanca or The Pink Panther. I'm willing to bet TF2's style in general draws a little bit from those works as well.

It coems off with the Casablanca aesthetic really well. This could lead to some great taunts. (After killing enemy, "Here's to looking at you, kid")
