On the current workshop version, no. However, if you use the sceneroots branch on GitHub, which is where the past couple years of development have been, you can use the jazz_money_add console command.

Hypothetically, you could probably break out a SQL database editor of some kind. But you'd be risking breaking all saved data for not just Jazztronauts, but any addon which has saved data. The best solution would be to just download the sceneroots build. It is vastly superior to the workshop version, and it will inevitably replace it, and the only reason it hasn't is because of scheduling conflicts. And it has the jazz_money_add command you're looking for.
