I don't know if this is a bug or on purpose, but in various dialogues and cutscenes, the cats refer to NPC's being in the mewseum, however, they are nowhere to be found in the actual mewseum floor.
I also didn't find any FAQ or discussion mentioning this before, so sorry if it was already answered.
