For most provinces on other continents, the game says "This province was set to be uncolonisable via the Mod Menu." I don't remember that, but okay. But then I noticed that some other powers had started some colonies in Thousand Islands. Took them over, found out that some of the provinces can be colonized, others can't be? No idea if it was always this way or if something changed? Anyone know what's going on here?
