I don't know if I missed a modifier, I scoured all my national modifiers and couldn't find anything. So I have -100% spy network building for almost every country. If a country has low stability then my spy network chance is higher, but still negative, so I can't build any spy networks which means most wars I start will not have a casus belli. Any idea what's going on? Is there a modifier somewhere that I missed. Kind of frustrating as wars without a casus belli are very costly and destabilizing.
