I had a total development of around 1990, I was hoping to get this up to 2000 so I could increase my government rank, but it has dropped down to 1956. I have not been at war during this time, the only provinces with any devastation are only dev 3 so they can't be reduced further, I do not have rebel issues so it's not due to provinces being conquered. What is causing my total dev to drop? The only thing I can think that might cause this is I am over my governing capacity by a bit, but I don't remember seeing dev dropping due to that, only dropping from province occupation and slowly rising otherwise.
