What about one that isn't NYPD? It could say POLICE and say the other stuff but instead its black instead of white. if you go with my suggestion, make sure to keep the lines Blue and stuff.

The mask is no texture like.. purple and black any help?

Have you tried reinstalling the addon? Did you restart Gmod? Have you conflicting addons?

Balaclava is missing textures.
idk but in submaterial balaclava is called "____error"

The balaclava is missing textures for me too fyi so its not a unique bug.
