For some reason some of the NPCs need to attack a dino first before they start to attack targets first

The work around is

Have new tamed NPCs follow you and they should be by default set on Attack My Target, then you find a small dino that will attack you if attacked, like a Compy, Let it attack you and they will attack it. After that their blooded and will follow attack orders.
