yes there is a ini tweak to specify a number any above that limit will typically vanish check his discussions section and look for the ini tweaks and so forth it explains all the tweaks to them you can completely customize them to selecting which types wear what gear to even how many can spawn on a map you could make a map of nothing but them or you can limit them to make them as rare as the unicorn whatever your heart wants :)
