Also maybe add opinions to your decisions. Like getting Settlers from Nords into Swadia gives a malus to their opinion of you, if the nords don't like you. Other way around too. And maybe some greater differences if the population is high because of low food or less place. Just so noone stacks one village to doom stack population.
Being able to hire any group of bandits (for a large sum of money) to raid a castle, town (maybe village too).
They wouldn't be able to take over the settlement but would attack to kill off some of the garrison softening it up for my personal attack, or stealing it's resources to make it poorer.
