I have searched for similar issues but only found one post that was deleted some time ago. My Imperium never seems to increase. I have four cities and have researched half of the tech tree but i can still only field two armies because of the Imperium limit. Is this an intended feature or some bug on my end? I double checked the load order and rsubbed to everything. I only have 1212AD official and submods installed. Any help is appreciated.
