Can't recruit certain units
I'm playing as the Sultanate of Rum and the units in question are senior and junior gulams. My settlement level lets me recruit them and I have enough of the right amount of population to recruit them, but the unit card is still greyed out.

It could be a limit on the recruitable units.

Playing as the County of Flanders, with enough class population and money I have the same problem. If I recall correctly I can only have 2 of Butchers Guild militia.
