I haven't put PAD on my server, so this is just a shot in the dark, but are you logged in as an administrator on the server when you try? I would assume that the settings menu is not visible to everyone on the server, only administrators.

I solved it after hours of practically ripping my hair out. I was logged in as admin but if you don't physically see the star on your name when you type in global it will not work and not bring up the settings menu via the esc button.

So in short, just use the "Setadminicon true" command and it should bring it right up if you are an admin on a server.
