Unexplainable unrest.
Sadly some cities are bugged and have default -5 building unrest. And religious unrest are too high and unexplained political untest. (Mostly seljuks and ayyubids). it makes them unplayable.

Go into Effects_junctions and turn down modifiers. Simple fix.

its also related to your imperium / political power in your family tree. it does shoot up pretty high when you become a great power. For me though i have been able to control by spamming public order buildings
