General Models not Changing upon tier upgrade
Was wondering if this is a bug on my end or simply something that hasn't been updated yet, When I upgrade a general from his starting tier like early up to high or late, his model both on the map and in battle still remains as it was in early.

No, its in our end. We haven't figured out how to make Attila generals to upgrade with tech, as Attila wasn't made with multiple centuries of tech progression in mind
