Slow residential growth
I read the FAQ and I don't think what I'm seeing is long construction time but I could be wrong.
My residential demand bar is maxed out and I've added a huge amount of new residential area with commercial nearby, all services, parks, etc but its filling incredibly slowly even during weekday/work hours. I don't mind the extra time to construct buildings but shouldn't there be a high quantity of construction happening to fulfil the demand or does slow construction also mean a lower quantity of simultaneous construction?

The number of construction sites is restricted and depends on the city population. For small cities, only 10 construction sites can be active at the same time. In a small village in real world, you cannot have 100 housings being built at the same time (unless it's a military base or something).
The larger the city, the more construction sites are allowed at the same time.

Is this hardcoded or can the limit be changed? Not only it makes the beginning very complicated as spending is too fast compared to growth, it's also quite boring to see just a few houses building on a vast emptiness.

I don't think it's a completely unrealistic scenario as your city is basically a planned development which would probably attract people a lot more than just a simple village.

Currently, this cannot be configured. If you want, you can set the construction speed to a higher value in the Real Time options. Then, your buildings will be constructed fast and you will barely notice the construction sites limit.
