"Local shopping ratio" is a general feature. This is a chance that a citizen decides to go shopping somewhere near their current location. It is not restricted to a district, it is a simple distance restriction.
The "on-time ratio" is related to work hours only (no overtime in school). It is not related to the lunch time. When doing overtime, citizens go to work earlier than needed and stay longer there.
