Hi Joseph. I just had a look where to configure the light radius of the torch. You have to copy and open 'WeapTorch'. Then you go to 'Components' at the top right of the WeapTorch window. If you select 'PointLight1' and 'PointLight2', you are after the 'Attenuation Radius' setting. Have fun creating your mod and don't give up! :-)

I still have not had a chance to even try again yet; been dealing with a storm right after the ADK was updated.
I was finally able to load up ADK and have a look before I got some rest. I was so close the first time attempting to increase light emissions; I only missed one value. Tinkering around I was able to change color of light and supposedly brightness; not sure if it worked or not the map I was testing on was the default base one. I will load up a better modding map and continue tweaking.
