This mod requires no dlc. There are separate mods on the workshop that require Dawnguard and Dragonborn only to visit those locations. This mod doesn't require DLC.

The Nexus version comes packaged with the DLC addons, but they are optional. Just don't use them if you don't have the dlc.

If you're using SKSE, you have to run the Vanilla Skyrim launcer after subscribing to download the mod. Also, by "TARDIS spawn point" do you mean Tiid Veysun (If that's even how you spell it) the TARDIS'll be there if you check there. But you can just use the MCM to skip the intro quest and have the TARDIS materialise in front of you.
