I've looked a little further in my old savegame but with a slightly different mod list and order.
Found the mod that was generating this weird behavior, it's called [KV] Change Dresser - 1.0 by Kiame Vivacity.
This time, when I was undrafting, some colonists had disappearing belts with helmets, it might have something to do with her (his?) mod and custom outfits (I've downloaded the mod mainly for aesthetic reasons, turns out drafting and undrafting colonists can utilize different equipment).
When I deactivated that mod, the belts were not dropping/disappearing anymore, although, I'm not sure if this was weird behaviour on the mod part or if I was using it incorrectly.
The mods do have some synergy since I was using the dresser with the mending machine to get your belts to tip top shape once they were down under 50% percent, but I digress.
Anyway, as another poster said in the comments, even if the belts were forced, they were still dropped, so if anyone else has that, as dninemfive said, check the apparel mods.
I'll try to activate the mod again and check some of this behavior.
When this mod is used normally, everything works fine, the mod I mentioned has custom outfits that can be given to the colonists according to situations.
I setup the "Soldier" outfit with the correct shield belt and normally this works pretty fine, but if I allow the mod to give a colonist more than one outfit (Soldier when drafted and Everyday when not) they refuse to consider the ranged shield belt as part of their equipment and just drop it in the dresser. You can force wear it but as soon as they "change outfit" they give it back.
However, I noticed that this problem only happens with the belts (reason why I went to this workshop page first), I have other mods that add armors and other stuff and the outfit works with modded apparel. (The helmets were a false alarm).
To note, I'm using Exotic's Eternal Belts as well.

Well, normally no, I tried to put ranged shield belts on both the "Everyday outfit" and the "Soldier outfit" and switch between them, they switch between the outfits as I've set them, normal clothes and armor, but they still lose the belt.
Yes I identified the mod in my first post, you are indeed correct.
That is very interesting indeed however, would it be possible to consider the ranged shield belt "something else" so it doesn't receive this treatment by this or other mods?
I've started a new save and have been quite busy lately, so I can't tell you immediately if it works, but I'll gladly contact you if any further issues come up.
