Sounds like the steam workshop is being dumb again. Usually unsubbing and resubbing works to fix the issue, but when it doesn't, there isn't much else we can do. You could try uninstalling and reinstalling EU4 (but that's a big pain), or you could go into the mod files ( C:\Users\[you]\Documents\Paradox Interactive\Europa Universalis IV\mod ) and delete the zip archive of the mod ( united_japan.zip ) to force steam to redownload it.
Hope one of those suggestions works.
