Increased base cost from 6000 to 8000

Sabotage Extraction :
Reduced penalty from 20% to 15%.

Disrupt Supply Lines :
Reduced Reinforcement Rate penalty from 15% to 5%

Sabotage Military Planning:
Reduced speed penalty from 40% to 30%

Sow Political Discontent:
Reduced Political Power Gain penalty from 30% to 25%

Jam Radars:
Increased Air Night and Air Weather Penalties from 10% to 20%
