Skills don´t level further than lvl 19

I leveled most things to the max and am generating 6 Skillpoints right now, but whenever I try to move the slider further to the right nothing happens. The only lvl 20 Skills are those that already were 20 when the mind was uploaded. Anyone know how to fix this?
