you have to build the replacement parts on an implants or Parts workbench, then you need "Upgrade Kits", which you can also build on one of those benches.
Then you can Operate them.
It basically works like Implants on Biologicals.

There's no way to build the voltage adapter or voice synthesizer, that I've been able to find.
