Ok so you're going to need to have either an android colonist or a colonist with a VX01, VX02 or VX03 chip implanted in their brain. With one of those, you'll want to connect them to skynet, click control and then select the SM7 once it's also connected. (You can make VX chips at the android workbench thing, with appropriate research, but only VX01 onwards will work for this).
