Thanks. I'll check it out. It looks like a conflict with a mod you have loaded called PCM.
While I look, please do me a favor and try the reverse. Turn off all the PCM mods and turn mine on and see what happens.

Please still do the test. I checked out the PCM mods. The modder did not construct the game rules properly. He left out a parameter that will cause weird problems with other custom rules. I'll contact the modder myself as well. There iis nothing to fix on my side.

One of the other tests you can do is change the load order of your mods.
They load in the order you turn them on in Mod Manager.
You can try turning my rules on first, then PCM rules. If that works, then turn them all off and try the opposite and see the effects.
