And I assume the government/culture tab is bugged too? And you aren't able to trade favors for trust?
New game update broke it. There's no fix for this to my knowledge. Gotta wait for the mod author to update it to the new version of EU4
If you're real desperate you could boot it up on a pre-domination version of the game.
