Khugdihr stronghold malfunctioning
Started as Asra Expedition.
Colonized Khugdihr.
Rebuilt the Hold.
Gets Owned by Non-Subterranean Race (with Dwarf being both majority and only race in the province)
Dev'd up to 40. Still at Surface Level Hold. Dev'd to 43. No change.
Much sad.

Seems Arg-Ordstun has the same issue of Owned by Non-Subterranean.

And Rubyhold is similarly given Owned by Non-subterranean race - noticed incidentally, so it doesn't seem to just be an issue with player control. So I think it's safe to say

you should check if the malus is applied. The province modifier is a constant check, but will only be active if true.

OK, looks like the malus is not applied, looking at the tax and production modifiers.
However, the surface-level hold remains level 1 despite reaching over dev 41 in Khugdhir.

OK, nevermind. After like 5-10 years, I got an event that upgrades it.

bit late, but if it's your capital you have to manually dig it deeper with a decision, if it's a secondary hold, it's behind a MTTH event.
