i believe that is a hold to the east of Ovdal Kanzad that is under control of some goblin squatters. I've never done it, but i would assume you could culture convert from goblin to dwarf and form Ovdal-az-Ân. Hope this Helps

I actually found out myself how to make it work. You have to start as Rubyhold, a dwarf nation on the border of Lorent, then aft er about 20 years you get an event to become an adventure party, which will place you near (approximately) to odval-az-an. then you migrate to the hold, kill the goblins, and form the hold
