I have set up base on the floating island castle. Just starting it is good to go behind the city you spawn in and built a temp base on the ledge behind it until you can get there - watch out for rexes there at first but they cant reach you once you get to the ledge. Sadly it is designed so the main city itself is not buildable in and you can't use weapons either, but you can place buildings on any of the other ruins.
