It's a reference to the apocryphal story in which Roman Emperor Nero, who is known for being a few sandwiches, a checquered blanket, a bowl of fruit and an entire colony of ants short of a picnic, instead of helping to control the disaster merely sat and played the fiddle while the Great Fire of Rome burned the city to the ground.
