That's not startle, that's stun. That's a completely different problem!
If you're on ragnarok i could see why that's an issue. Ragnarok has some mountain biomes right next to beaches that carchar can come charging down from and really ruin a beach bob's day.
I would suggest one of two things, if you want to remove the Carchar spawns entirely, you can swap it for another dino using
NPCReplacements=(FromClassName="shadcarcha_character_bp_c",ToClassName="[whatever you want to change it to]")
or you can change the spawn weighting for them to make them rarer using
DinoSpawnWeightMultipliers=(DinoNameTag=[dino tag here] ,SpawnWeightMultiplier=1.0,OverrideSpawnLimitPercentage=true,SpawnLimitPercentage=0.02)
This specifically will continue to spawn them from the same spawners, but limit the number of carchar spawns to 2%
