How The Penrose Sphere Works in game
So I should probably explain how the Penrose Sphere itself works (in game).

So of course you need the mega engineering tech and the Penrose process ascension perk to even build the thing but what does it really do.

Before you can do anything with it, you have to complete a ring section.

Once finished you will notice unlike ring world sections, Penrose ring sections don't have any natural resources. This is by design (for balance).

To get anything out of your Penrose ring section you will first need to build a Scatter Collection Point, the scatter collection point buildings produce the superradiant scattering waves resources you need to run any of the other buildings

That's is about all there is to know.

I can't build a penrose on a Black hole that I own. Am I missing something?

I'm assuming you have the ascension perk, correct?

also i got the civic for starting by a black hole, and that worked, but it wasnt on a section of a penrose structure

this mod dosen't include a civic for starting around a black hole, only a starting system.

if you have any habitable planets around a black hole you won't be able to build the penrose sphere around it
