Why is there a world tension limit of 74%?
I have been playing this mod again recently and i played as the Zhili Clique. I went to look at the justify war goal but it states "More than 74% World Tension". Does that mean i can't justify wars until 74%?

All nations cannot justify until 75% world tension. His makes countries without focus trees not a lot of fun to play
