Press "~" in-game and type:
This seems to be a problem only experienced by people running at [1366 x 768]. Apparently this resolution handles the sniper overlay differently than other resolutions. I am working on a fix, and hope to release the fixed version along side with the release of the Professional Scope mod on L4DMaps somethime soon.
For now you can switch your resolution to [1360 x 768] to see the scope in it's proper proportion.

Both Solutions listed above only need to be done once and will remain each time you boot the game. Remeber to only use one of the two solutions, not both.
If you're a Mac user change the all "mouse3" lines from the "scope.cfg" to the equivalent zoom button press for Mac users.
EDIT: Reading it over once more, is that what solution 2 does?
For either method you can choose which ever buttons you feel comfortable with. Instead of using shove to enable the crosshair you can change it to E for instance.
Both solutions are mostly examples of functioning workarounds for crosshair toggling.
