1. You can import. You should not need to uncheck the "import dead NPCs" option as long as he's still listed as okay. You will lose any prisoners you have though.
2. You can save edit the world state itself, to flag him as not okay. This is explained in more detail here.

The main difference being that you need to find Tavos' ID instead, which is:

3. You can do a platoon merge from another save. Basically this involves starting a new game, going to where he is found, and saving the game. Then copying his platoon file from the new save to your original one, making sure to overwrite an existing squad to ensure it loads in correctly.
Ideally you'd want to overwrite his platoon file that is missing him, but that may be hard to identify. One thing you could do is kidnap a HN soldier from somewhere else, and take him to Bad Teeth and set him down, then save. As long as you've taken this soldier far from his home, it should have separated him into his own squad, which should be easy to identify in the platoon files since it will contain just the one character. Then you can replace that lone soldier's platoon file with the Tavos one from the other save.
Or finally if you really can't figure any of those options out, you could just post your save, and I can do the save edit method personally and send it back to you.
