i have had this problem to. but i did not have reactive world. and from what i know this mod mostly just changes world states. so i think that it is one of the other mods you might have.

I have run RW for years at this point and didn't notice any change making them weaker. So I don't think it's this mod.

I did, however, notice a recent change where I sometimes find lone Tech Hunters wandering around the world with like 70 in all their stats. It is very rare, only when it's a lone TH, and they seem to almost always be Skeletons. Still not sure what mod did this.

Depends on where you've seen them, but that is a vanilla character and spawn. A lone skeleton with 70 stats, they spawn in the Cannibal Plains, Floodlands, Heng, Iron Valleys, The Eye, and the Great Desert.

If you've seen them elsewhere though, that's gotta be a mod.

No, there are stronger and weaker ones. Those who run around alone are considerably stronger, which might lead you to believe they've become weaker.

It was Northern UC territory.

I usually start in the hub and rarely make it out to the UC side, or start UC and quickly migrate West, so I probably just haven't noticed before.
