You can do it yourself by getting an addon called model manipulator, I'd give you the link but the one I got (model manipulator fixed) does not seem to be on the workshop: how I am able to still use it I don't know but anyway... then get an addon called Improved Combine NPCs which can be found here: https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=476997621&searchtext=combine+improved

Just get the metro cop npc from there change his model to whatever you want and you should be good to go!..
