ttt_traitor_pct doesn't work.
I'm chancing TTT2-master\lua\terrortown\entities\roles\
Detective credits = 2 (def 1) and Traitor pct = 0.25 (def. 0.4)
But detective still have 1 credit and a lot of traitors.

These are convars. If you change the value in the code nothing happens because the convars are already stored.
Change them via console, server.cfg or (the best solution) ulx

What exactly needs to be registered in the server.cfg or ULX?

in ulx go to TTT2->roles->traitor and move the slider at "ttt_traitor_pct" to your desired value
