This is true. I am curious what someone in Granite's position would do in real life. I have been thinking and the Nevada path seems to be "giving up" on the Enclave from a certain point of view. Of course, it could potentially be a stepping stone: keep expanding the federation eventually. It doesn't HAVE to end at Nevada and I can imagine jumping from the Nevada tree to the America tree.
Personally, I enjoy seeing what other countries do. While the Enclave America path is tailored for world domination play, that's just not really what I find fun. Honestly, my favorite games in vanilla HOI are when the war never happens to spark at all or to a very small degree.
