Reformist path bugged
I have completed most if not all the relevant focuses in rebuilding america. I used cheats to even give myself more factories in states I have cored and they were all consumed by consumer goods. Any idea why this is happening?

There are several national focuses which limit your ability to build after conquering the NCR. Have you done the focuses to fix all of them? You may need to change your economy law as well.
