The Texas Enclave might be a group it should be possible to negotiate with, but they'll probably be dead by the time it's possible to annex them.
Lawless Wastes just needs to go. I'd like a few different approaches on how the Purists create America, because it doesn't make any sense that they'd let the whole place stay a lawless mess forever.
The spy agency could go back to be being upgraded by civilian factories, national focuses, or just be delayed until they start using a currency again.
But I think my core point still stands. There aren't a lot of ex-Enclave mercenaries around the place because they're all already working for you.
I like to take things slow and methodical. Wait for the opportunate moment to strike.
