How many ways are there for an NCR civil war to start?
I've taken The American Dream branch of the Reformer path, it's May 2296 and I'm still in hiding while I arm patriots within the NCR, but I've noticed that support for The Old World Party in the NCR has risen past 80%.

Will that eventually trigger a civil war without me starting one manually?

I'm pretty sure if you wait for NCR to go Civil war on it's own your armed patriots won't do anything. You have to trigger it yourself for those territories to gain the armies and change to your ownership.
