The new research menu in the 3.0 version of OWB has a tab that has all the tech levels for what you can research it's in addition to the tabs on the very right that have the special research options. You'll have to use the research_on_icon_click console command and click on all the research tabs so you can continue research normally.

Is there another way to advance tech?

I haven't dug deep on it, I just figured that one out. I think OWB changed the advancement to by tech type rather than a blanked 'Tribal' 'Civilized' and 'Advanced'. It's that way for every segment of research now.

I think that's gonna be one of the big fixes when the mod gets updated.
