First things first is use the political power from the speech to replace the navarro veterans with political indoctrination. Then go down the compromise with centrists and give into all demands (-10 stability/war support is real easy to overcome in mid to late game). During the purists escape with codes always take the crackdown option.
With the political power you get from that, use 100 to reduce admin shifts to boost stability, and use another 100 to get yourself the air reformer to boost intellectual. With it over 50% you should have the ability to consolidate your power and demote the officers (or scientists if you haven't gotten the convince Grimm option). Once you have enough PP and stability demote the scientists as well.
Use the crackdown option if you have enough PP to force the oligarchs under 10% support and assassinate anderson (if you don't crackdown there is a chance he will do a speech that will boost oligarch popularity enough to cancel the focus).
If you do it right you should be able to kill Anderson and Purge the Opposition by December 2275.
If NCR suspicion is at 20 I would infiltrate as the later boosts with the Arm the Raiders is really useful.
I don't necessarily disagree with the idea that the option shouldn't appear until you've conquered New Reno. I also think that the Salvatore advisor should reduce suspicion by 5 not 3, but maybe increase PP drain by 10% to offset.
