Well... there is mod called 'no resistance'. If you really hate to see those resistance just use mod.

yeah I just used cheats to delete all resistance... there should be events or so in this mod to pacify california...

It's been a while since I've viewed this post, but I finally found a way to get rid of the Californian Resistance. There's a national focus that does it, but I forgot which one. Just keep searching the focus trees until you find the right one.

There is a focus which lets you build civilian power plants.. that lets you core the state but building them takes a very long time i think

As I said in the other post there are two reasons you get the resistance. First is the national spirit which you get tid through the leftmost focus branch of the US branch of reformer tree. Second is to check your ocupatoin law to make sure you have a relevant template and not No Ocupation sleected. With this you should be able to get rid of resitance. Also while building power plants make sure the califronia resitance isn't active as it can cause you to never be able to get a core there.
