A suggestion for Raider nations.
I would like to suggest something for the Reformers in the future. What if raider nations were made into penal battallions. Basically, it would be an 'amnesty for service' kind of deal, where raiders join the military, and in exchange are pardoned after their term of service is up.

It kinda is with the Antelope tribe and the yakuza terrotories, but who know's they might add that.
