By the time you'll be fighting CL, you should have a good army, and should have enough equipment to be able to occupy all non-core states easily with max level. In general lowest level is what I do when I conquer the NCR, and resistance isn't much of a probelm when the NCR is being invaded on two fronts by the brotherhood.

You can core states if you have a civilian power grid.

Release the Baron State and Boneyard after the Rebuilding the Nation focus, and use your spies to root out resistance while only use Caravan Guards as occupation policy. After that focus, go to the alliance branch and finish the one that challenges Santa Anna. There is a decision to make the Baja Stat, named Mexican Reclamation Zone, a puppet of yours. You can choose to make those puppets after the vice president event and democratic party becomes the leading party, to make them also democratic, or just release them before those things happen, making them technocracies.

I don't understand why you'd be struggling with resistance. You do realize you'll have to design a special template to handle resistance right? As a reformer you should have enough MP to field a garrison with riot armor. As a purist I reckon you'd have to use robots. Dogs always help.

Ya, Resistance as a Reformer is a pin in the ass at first. But you get enough MP to put the Resistance down.

Although, I hope they add some sort of focus that cores the whole NCR. As for some reason, I would supprases the Resistances, and it would just remain like that for the rest of the Game.

Honestly i just use console commands to give back lost manpower from losing them due to resistance. Yeah i known its cheating a ruining the gameplay experience but its temporary until a update pops out

What??? Make an Enforcers template with dogs if you're really struggling, it's not an issue.

I think the only way to "Fix this" is to switch back to older version of HoI IV where compliance wasn't implemented.

I know the mod author added some things that impact it but I do not think it is enough, as currently:

- I am getting warnings that basically say that Washington Brotherhood and Legion are going to declare war on me.
- I have like 70-100 Resistance in every NCR state.
- Part of California is a "border gore" to the point where I have a border with Legion with double territorial enclaves (look up old India-Bengladesh border so you will know what I mean).
- My divisions are dying as resistance is constantly consuming equipment to the point I have MINUS 1 MILLION GUNS (My division count dropped from like 40 to 7 and is dropping)
- All raider nations want to get tribute from me
- As mentioned previously mod thinks I am ready to face of 2 Giants that at this point have like 200 divisions each.

I know this is meant to show the "chaos" of Enclave takeover but for me this is too much
